Town of Little Wolf Meeting Proceeding Tuesday, October 7, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 7:00 pm with the Open Meeting and Closed Session statements. Roll call showed Moede, R. Beyer, T. Niemuth, Wilz and Beyer present. Three residents present. Niemuth/Beyer to approve the Agenda, after moving the Closed Session to the bottom of the agenda, to accommodate the public comment items earlier. Motion Carried 3-0. Beyer/Niemuth to approve the September 9, 11, and 15, 2025 Minutes as printed. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 9/30/2025, was $363,641.53. Total Interest earned to date is $13,205.98. The Clerk and the Treasurer reconciled to the bank statement. Moede/Niemuth to approve the Treasurers report. Carried 3-0. Discussion took place regarding upcoming tax bills. An insert in the envelopes was discussed, and Moede/Niemuth to approve adding the insert to the mailings. The motion was carried by a 3-0 vote. Insert will give the info necessary to pay your property taxes, listing In-person collection dates, and requirements for dog licensing renewals. Tax payments and dog licenses can be taken care of through the mail as well. A Fall/Winter newsletter will be put up on the Towns website in late November/early December. Public Input: Ben Uher was present to formally recall the request for the Town to adopt a ‘Slow No Wake’ Ordinance on Bear Lake. After explaining the request, it was determined to actually be an action to address ‘Wake Boats’ and after looking at other Towns progress, they would like to do more research. The Board did state the North end of Bear Lake, in the Town of Little Wolf, is already ‘Slow No Wake’ and the buoys are supposed to be marked as such. The Board thanked Uher for attending, and encouraged him to keep communicating with the Board. Tom and Jan Zimmerman were present to get an update on the Manawa Mill Pond restoration. The Chairman stated the Town’s attorney sent the first draft of an agreement to the City’s counsel on September 10th. The City has a Committee of the Whole meeting on October 13th to review the draft. The Chairman stated he was disappointed the City is moving so slowly on acting on restoring the Mill Pond. Business: Moede introduced the subject of Town wide garbage collection. This would be a tax charge on all parcels with improvements, and provide garbage and recycling pick up for each. Moede stated it would be cheaper to have the Town set it up, compared to each resident paying their own bill. Moede feels it would decrease the garbage in the ditches and stacking up around homes. The Clerk was asked to research how this would take place, Board motions, etc. and if it would adversely affect the Shared Revenue the Town receives. It will be a November agenda item. Land Use Permits/ UDC Permits: Land Use Permit – Mary Stoddard Caley- Dwelling and Accessory bldg.; Glenn & Kim Hass – Addition to accessory structure; Lorena and Peter O’Brien – addition to existing cabin; Dayne & Abigail Tate – Dwelling w attached garage, porch, sidewalk and (2) AC pads. No Cutting permits, No Zoning Letters Fire/Ambulance report: Fire Department: All items on the Surplus site sold, some bringing much more than anticipated. 1 new member added to Fire Department. Ambulance- 28 calls for August. September calendar raffle is complete. Budgets for both departments discussed, with Fire not increasing budget amount and Ambulance requesting a 5% increase. Next meeting is Tuesday, October 21, 2025 at 5:00 pm. Building Use: The Clerk acquired one quote for cleaning the Town hall on a once per month basis. The interested party will do on a trial basis this month, and see how long it takes. At the November meeting the Board will approve her updated quote for continuing the task. Roads: Swan Road ditching to take place soon. Mouse Creek ditching was finished the day prior to this meeting, and the Town of Lebanon will finish the addition of breaker stone and seeding and Emat by week’s end. The Fall Road Inspection was completed with the biggest need being tree trimming. This will be put out for quotes, to be completed in the winter months. Beyer will also get quotes on Crackfill and/or Sealcoat for Garrity Rd, to happen this fall or next spring, based on the best time to get the best results. Correspondence was reviewed. Budget Amendment 25-02 was reviewed and approved by motion from Moede/Niemuth. Carried 3-0. Amendment states: That the sum of $500.00 be moved from the General Government account, to the Recycling account. Budget for 2026 -timeline was discussed. Clerk will post the proper Budget items, and publish the notices as required by State Statute. The Budget Public Hearing and the Elector’s Meeting to adopt the Levy will take place on November 11, 2025 starting at 6:00 PM, and the Town Board monthly meeting will immediately follow. Watch for postings and published notices for exact dates and times, in case they change for some reason. The Budget ‘draft’ was reviewed and discussed. The levy increase of approximately $20,000 will be taken, as law allows, capturing the excess funds from 2024, that were used to repair the damaged roads and culverts after the July 5, 2024 flood. Disaster assistance only covered 75% of the damages, and the rest is allowed to be levied, one time. The Board stated it should be added to the Levy Limit Worksheet. Beyer/Niemuth to approve payment of bills with checks 4450-4461. Carried 3-0. Motion by Beyer/Niemuth to go into Closed Session. Carried 3-0. Closed Session began at 8:20 PM. Motion by Niemuth/Beyer to reconvene into Open Session. Carried 3-0. Doors opened at 8:45 PM. Statement from Closed Session: The Board received updates from the Attorney Helquist, regarding City receiving of the draft agreement and other communications, deeming it for informational purposes only. No motions from the Closed Session. Discussion took place regarding the City’s Committee of the Whole meeting on October 13th, and who will attend from Little Wolf. Also discussed was the upcoming Public Hearing at the City, to be held on October 20, 2025. The Board encourages all Town residents that are affected by the lack of a Manawa Mill Pond to attend and speak out, so the City Council understands the need for action to rebuild. Chairman Moede and Supervisors Beyer and Niemuth attended the Lebanon Town Board meeting to discuss a water issue due to construction in the Town of Lebanon on Stage Road, resulting in excessive runoff into Little Wolf on Mouse Creek Rd. The work to correct the issue was discussed and the two boards agreed to the following:Little Wolf will contact Doug Casey to get a quote for the ditching work. Chair Tank of Lebanon stated Casey could do it cheaper than the County Highway Department. Town of Lebanon will do the ‘emat’ and seeding and also supply the breaker to slow the filling up of the catch basin. Motion by Niemuth/Moede to authorize Beyer to get the second quote from Casey Excavating and to award the project to the lowest bidder. The work is to be completed as soon as possible, in order to give the grass a good start before the cold weather. Carried 3-0. (Note: Casey refused the project based on the proximity to buried utilities and the culvert.) The Town of Little Wolf approved a quote from the Highway Dept at its September Board meeting, and that quote will be utilized to complete the work.There being no further business, the Little Wolf Board members left the meeting at 7:45 PM, thereby adjourning the meeting for the Town of Little Wolf.These Minutes are subject to Board approval.Respectfully submitted,Jackie Beyer, Clerk Town of Little Wolf Meeting Proceeding Thursday, September 11, 2025 Swan Road, Manawa Supervisors Beyer and Niemuth met with George Meidam, as well as Hank from the WC Highway Dept, regarding the following: • Review Quote for Swan Rd ditching, etc, and discuss proposed work • Discuss how to reconstruct the ditch for water runoff purposes Meidam was willing to do the work in the right of way along his property line. The Town will have the shoulder shaved off, to properly allow the runoff from rain to leave the road and go into the ditch. Meidam was informed that the town may need to have the work he does tweaked, so it works correctly. Meidam agreed. The need for a new culvert to the East, at the owner’s expense was discussed with the owner, Orion Luben, who was present at that site. Statement from Closed Session: the Town and Attorney Helquist reviewed the proposed intergovernmental agreement with the City of Manawa, regarding the Restoration of the Manawa Mill Pond. Moede/Niemuth to approve the August 12 and August 26, 2025 Minutes as printed. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 9/5/2025, was $402,149.90. Total Interest earned to date is $12,183.83. The Clerk and the Treasurer reconciled to the bank statement. Beyer/Niemuth to approve the Treasurers report. Carried 3-0. Wilz sent the letter to the town resident regarding extra dogs and they did respond. The 2 extra dogs will be moving out by end of September, so no kennel tags are being required. Public Input: William Brennan was present to confirm his animals are in compliance with the town. Dale Rust was present to ask ‘what the Town does for him’. He spoke about how he could create his own town and has been researching how this can be done. Business: Update on Swan Rd/PTF road debris- Clerk attended the County Committee meeting on Monday. Good response from the County Recycling Committee and staff regarding looking for solutions to the nails and metal debris causing flat tires. Land Use Permits/ UDC Permits: Land Use Permit – Retzke et al / Verizon LP; Dennis & Robin Glocke- addition to shed, lean to; Mike Stamborski – shipping container; Lois Jorgenson – deck w/Patio Door; No Cutting permits, No Zoning Letters Fire/Ambulance report: Fire Department: Rescue Boat did sell on the Surplus. August 21st will have the yearly physicals. Ambulance- 31 calls for July. 216 calls year to date. Next meeting is Tuesday, September 16, 2025 at 5:00 pm. Building Use: The floors in Community Room were cleaned and waxed this month. The Church renters are back for Sunday rentals. Clerk will call to have the furnaces checked if they were not done last year. Clerk was asked to get quotes for cleaning service for the Town Hall, to be discussed next meeting. Roads: Quote from the County for Mouse Creek ditching, due to the poor water diversion by the Town of Lebanon. Beyer expressed his displeasure in the lack of response by the Lebanon board. A quote from the County Hwy Department for $4,500 to ditch and clean out the problems. This Board will ask to be on agenda at next Lebanon meeting. Clerk will email and request the agenda inclusion. Swan Road: the locates have been done on the driveway and ditch. The culvert will be replaced in the next week. The shoulder will be cut, to allow water to run to the ditch, instead of washing it out. Resident Orion Luben was present to hear about the project and ask questions. Beyer and Niemuth will meet out on the road with the County staff, to make sure all are on the same page. Meeting will be on Thursday at noon. Fall Road Inspection: Saturday, October 4, 2025 at 7:00 am. Correspondence was reviewed. Budget Amendment 25-01 was reviewed and approved by motion from Moede/Niemuth. Carried 3-0. Amendment states: That the sum of $44,264.67 be added to the Other Revenue account; $44,264.67 be added to the Roads account; to properly reflect the receipt of the Disaster payments received from the State and the DOT for the July 5, 2024 Flood Budget for 2026 timeline was discussed. Discussion regarding the proposed work on Swan Road, including the replacement of a culvert on a private drive. Costs of both were discussed. The cost to the Town should be under $5,000. TOWN OF LITTLE WOLF, WAUPACA COUNTY ORDINANCE #2025-7-1-RA This Ordinance repeals and supersedes Ordinance #2025-7-1-R, regarding regulation and licensing of Dogs in the Town of Little Wolf. Whereas the State Statutes provide for the Licensing and tagging requirements for the Town to administer, and Whereas the Wisconsin State Statutes regulate the requirement of proof of Rabies Vaccination and delivery of proof to the Town Treasurer to apply for a Dog License/tags, and Therefore, the Town of Little Wolf does hereby Adopt Ordinance #25-7-1-RA, thereby amending Ordinance # 2025-7-1-R. Town of Little Wolf Meeting Proceeding Tuesday, August 12, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 7:00 pm with the Open Meeting statements. Roll call showed Moede, R. Beyer, T. Niemuth, Wilz and Beyer present. One resident present. Beyer/Niemuth to approve the Agenda. Motion Carried 3-0. Moede/Beyer to approve the July 8 and July 29, 2025 Minutes as printed. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 8/10/2025, was $367,428.63. Total Interest earned to date is $11,222.95. The Clerk and the Treasurer reconciled to the bank statement. Moede/Niemuth to approve the Treasurers report. Carried 3-0. Public Input: Dale Rust was present to ask questions about the dog ordinance and the current status. Business: Dam/Mill Pond update: Attorney Helquist stated the Town could expect a draft of the agreement with the City, by the end of this week. There will likely need to be a meeting, open or closed session to be determined, after it arrives. The Conditional Use Permit for Edward Stoddard was addressed by the Planning Commission prior to the Board meeting. It was by unanimous vote, recommended for approval. The Board did add one Condition, and that is: If the dwelling (proposed) is not constructed to a habitable percent completed by December 1, 2027, this CUP is revoked. Beyer/Niemuth to approve the CUP for Stoddard with the one condition. Carried 3-0. Land Use Permits/ UDC Permits: Land Use Permit – Jennifer Fuhrman- wooden pergola and (poss.) shed in 2026; Tim Sullivan – Lean to on shed and storage garage; Kent & Victoria Gehrke – shed prior to principal structure. Driveway Permit: Kay Suehs – Swan Road Fire/Ambulance report: Fire Department: New Rescue boat in service, old one being listed on the surplus site. 63 calls so far in 2025. Ambulance had 26 runs for June, and 182 year to date. Received a Sturm Foundation donation of $6,500. Director applied for a grant from Thedacare, to be used for an IV pump. The Thrasheree and the ShakeDown both went well. Building Use: Generator is ‘green light’! The floors in Community Room will be cleaned and waxed later this month. The Church renters will be back for Sunday rentals starting in September. Roads: Ditch mowing was done. End of Knopp Rd resolution- Beyer is working between the neighbors to resolve the issue to their satisfaction, as it pertains to snow plowing. 3 Year contract for service done by the WC Highway department was discussed. Moede/Niemuth to approve the 3 year agreement with the County Highway Department. Carried 3-0. Discussion regarding the continuing issue of water after heavy rains, washing out the side of Swan Road from Meidam’s to the East. Work Order to finish the White Clover Rd section with paving was reviewed. The total cost is $23,175 to finish. Moede/Beyer to approve the finish paving on White Clover Rd. Carried 3-0. Town of Little Wolf Meeting Proceeding Tuesday, July 8, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 6:50 pm with the Open Meeting statements. Roll call showed Moede, R. Beyer, T. Niemuth, Wilz and Beyer present. Two residents present. Beyer/Niemuth to approve the Agenda. Motion Carried 3-0. Niemuth/Beyer to approve the June 10 and June 28, 2025 Minutes as printed. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 7/1/2025, was $356,623.46. Total Interest earned to date is $10,246.83. The Clerk and the Treasurer reconciled to the bank statement. An updated list of dog tags was provided to the Board. Moede/Niemuth to approve the Treasurers report. Carried 3-0. Public Input: Nina Much was present to ask the Board about the snow plowing on the East end of Knopp Road. The issue is the extra water from melt on the farm field. Much asked if there was a better way to move the snow in order to alleviate the issues. Moede stated the Town will contact the County to have the end of the road and right of way marked, to help make the proper decision. Debbie Sarna just wanted an update on the Mill Pond/Dam. Business: Dam/Mill Pond update: The Board spoke about the lack of state funding in the new State Budget, and how to get a better chance in the next Biennial budget. The Board stated the plan has not changed- the Town remains committed to working with the City to work on an agreement to restore the Manawa Mill Pond. Moede stated disappointment in the Mayor’s missed opportunity when interviewed, by not mentioning that the City Council and Town are working on an agreement to restore the Mill Pond. Dog Ordinance- the Public Hearing to take comments regarding the proposed Repeal of Title 7, Chapter 1 on Dog Licensing took place prior this night’s board meeting. No comments or attendees were present. The Board discussed the repeal of the Town’s Dog Licensing Ordinance, to allow for the Sheriff’s Department to handle stray dogs. This is good for the Town, as we are unable to fill the Constable or Humane Officer position. Beyer/Niemuth to adopt 2025-7-1-R, to repeal that Chapter of the Towns Ordinance. Carried 3-0. This takes effect after posting and notifying the Sheriff’s Department with the new Ordinance. Land Use Permits/ UDC Permits: Land Use Permit –Jeremiah and Miranda Parson- accessory structure prior to Principle structure- shed; Tania Wadzinski – dwelling addition – deck; CUP application from Gayle Stoddard – Swan Road Fire/Ambulance report: Fire Department: 59 calls for current year to date. Ambulance has 153 runs for current year to date. New Fire Board officers are: President Jackie Beyer, Vice President Mary Eck, and Sec/Treasurer Jim Roenz. Building Use: Generator is ‘green light’! The water was sampled for testing in the Town Hall. R. Beyer put together the new office chairs. Roads: Ditch mowing was done. The test road on Spring Creek for grass inhibitor seems to be doing a good job. The wild Parsnip was sprayed at the same time and is showing good kill. Cemetery Road was ground and paved on the area needing attention. White Clover Rd had some grinding and gravel on a small portion. Beyer had a water issue on Progress Rd by the storage units, culvert was plugged and crushed. He cleaned it out to help water move next time. Water issue on North Water Drive; heavy rains caused water to go over ditch and run across the road. Beyer cleaned a few objects out of the plugged culvert. Ditching or other resolutions will be explored. Correspondence was reviewed. Beyer/Niemuth to approve payment of bills with checks 4402-4418. Carried 3-0. Niemuth/Beyer to adjourn. Town of Little Wolf Meeting Proceedings Saturday, June 28, 2025 Chairman Moede called the meeting to Order at 9:00 AM with the Open Meeting statement. Attendance: Al Moede, Rod Beyer, Todd Niemuth, Jackie Beyer. The reason for this meeting was to act on a proposal for legal services for the Town, from Weld Riley’s Attorney Anders Helquist, for a fee of $355.00 per hour. The City voted at the joint meeting to wait for the Town to have a proposal for them to respond to and either sign or suggest revisions. Motion from Beyer/Niemuth to hire Weld Riley’s Attorney Helquist to draft an agreement between Town and City of Manawa, for collaboration on restoring the Manawa Mill Pond, for a fee of $355 per hour. Motion Carried with no opposition. Motion from Niemuth/Beyer to authorize the Chair and Clerk to sign and execute the letter of engagement with Wed Riley. Carried by all. The Point person for the project will be the Town Clerk, with the Town email the preferred method. The RFP for the Attorneys was not changed, as the decision to hire has been made. Town of Little Wolf Meeting Proceeding Tuesday, June 10, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 7:00 pm with the Open Meeting and Closed Session statements. Roll call showed Moede, R. Beyer, T. Niemuth, Wilz and Beyer present. 2 residents present. Beyer/Niemuth to approve the Agenda. Motion Carried 3-0. Moede/Niemuth to approve the May 13, 2025 Minutes. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 6/8/2025, was $408,297.96. Total Interest earned to date is $9,204.66. The Clerk and the Treasurer reconciled to the bank statement. Moede/Beyer to approve the Treasurers report. Carried 3-0. Wilz stated she sent out letters to the residents with ‘non-renewal’ status on their dog licenses. Constable: R. Beyer had a stray dog delivered to his home by the Sheriff’s Dept on May 31, and the dog’s owner was located and dog picked up. Complaint started at a property on 22/110 where the dog killed some ducks and the property owner called the Sheriff’s Dept. Owner agreed to restitution for the dead ducks and was told to contact the Treasurer to license his dog. As of this night, the dog has not been licensed. The owner of the ducks declined restitution, according to the dog owner. Niemuth/Moede to approve the Constable’s report. Carried 3-0. Public Input: neither Debbie Sarna nor Nina Much had any comments; were there to show support for the Town as it continues to work with the City regarding the restoration of the Manawa Mill Pond. Business: Dam/Mill Pond update: Chair Moede and Supervisor Beyer and the Clerk attended the presentation on the Baraboo dam removals. The Town residents present felt it did not pertain to our situation for the biggest reason being the Baraboo project did not involve private property owners to the extent that our local disaster caused. The Emergency Management Plan for Disaster Mitigation was received from the County. It needed updates, as of the April election, in case there were changes to the Board members. All municipalities in the County received the same. It will be updated and put in the binder for use if needed. Motion to approve the changes and adopt the updated Plan made by Beyer/Niemuth. Carried 3-0. Liquor Licenses: The list of license applications for renewal was provided to the Board. The licensing year runs from July 1 to June 30 each year. The Clerk sent the town ordinance to the Sheriff, and heard back from Capt. Weskerchin. He recommended repealing our ordinance, Title 7, Chapter 1 from our code of Ordinances. His opinion was our Ordinance was covered by State Statutes, and the Sheriff’s Department would handle all stray dog issues. Motion Moede/Beyer to repeal Title 7- Chapter 1 regarding Licensing of Dogs, at the July 8th Town Board meeting, with the Public Hearing to be held immediately prior to the Board Meeting. Carried 3-0. Policy on Conflict Resolution and Civility was reviewed and discussed. The Resolution states the method to handle complaint calls, visits or emails from residents, and the way they will be dealt with. This is to foster civility between the Board and the Public. Town of Little Wolf Meeting Proceeding Tuesday, May 13, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 7:00 pm with the Open Meeting and Closed Session statements. Roll call showed Moede, R. Beyer, T. Niemuth, Wilz and Beyer present. 7 residents present. Beyer/Niemuth to approve the Agenda. Motion Carried 3-0. Moede/Beyer to approve the April 8, 2025 Minutes. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 5/1/2025, was $ 440,447.93. Total Interest earned to date is $8,067.74. Interest rates are holding steady, according to Wilz. The Clerk and the Treasurer reconciled to the bank statement. Moede/Beyer to approve the Treasurers report. Carried 3-0. Moede spoke about the list of dog tags getting thinner. Asked Wilz to send a letter to those that did not renew their pet’s tags this year, reminding them to stay current. Constable: Moede had a dog attack on May 4th, is working on getting the injured dog’s bills paid by the attacking dog’s owner. Neither dogs were current on tags. Beyer/Niemuth to approve the Constable’s report. Carried 3-0. Public Input: Deb Sarna and others present to ask what the progress is for a new dam. Expressed their frustration that nothing seems to get accomplished. Gary, Kevin and Toni Hass asked about set backs on lot lines. Asked if they can build right up to the lot line. They were given the setbacks for building. They are upset that the neighbor can ‘dig’ right up to their driveway, and nothing gets done. The Board stated this is not something the Town has jurisdiction over; it is a Zoning issue, and an East Central Planning issue. Business: Dam/Mill Pond update: There has been no communication from the City since last meeting. The Clerk will reach out to the Dam Committee about a possible meeting. Dog Ordinance: A discussion regarding our stray dog Ordinance took place. The Town’s Association meeting in Waupaca is on May 15th, and the Sheriff will be present to talk about the County Sheriff’s Department plans to handle stray dogs and the County’s Ordinance. After that, the Town will be better updated on how the Town needs to proceed. Review Ch. 3 Ordinance regarding excavations and right of way: Section 4-3-1 states a permit should be obtained by the party planning on doing work within the right of way, and requiring them to restore to original. The Clerk was asked to research permit forms and right of way Ordinances to use as a template, and bring back to the Board. The Chair and Board have, in the past, enforced the issue of rubbish, leaves, dirt, etc. being placed in the ditch or right of way. Owners have been ordered to remove the debris, or the Town will and charge the owner. Swan Road ditch: Moede stated he had been confronted by a resident that came to his house, regarding the pit on Swan Road and the ditch being wrecked. Moede stated he had a heated discussion with the pit owner and after a time the owner did state he would restore the right of way to its former condition. Kevin Hass stated the culvert under his driveway is useless, due to the filling of the ditch; the water can’t even get to the culvert. Supervisor Beyer was asked to look at it. This is an ongoing ‘neighbor’ issue, and the Board stated we can only enforce ordinances we have in place. The civil issue between neighbors is not something the Board can, or should become involved in. Land Use Permits/ UDC Permits: Land Use Permit – Jeff & Pam Drath for a shed addition; Brian & Jennifer Bessette for a shed; Gayle Vandenberg CUP for trailer(s) over 30 days. CUP for Kevin Schmude: the Chair asked about the safety aspects of the building, comparing to a newly constructed mechanic business. After discussing the subject, the Board added a condition to the Town Recommendation Form, stating in the event of an addition to the ‘shop’ portion, or adding a bay, the safety and health aspects should be followed. This is mostly in regard to the air quality when vehicles are running in a closed building. Motion Moede/Niemuth to approve the CUP for Kevin Schmude with the conditions as listed on the Town Recommendation Form. Carried 3-0. Fire/Ambulance report: Fire Department: Rescue truck got a new head gasket; 51 calls to date since Nov 1; fundraiser reached their goal for a new rescue boat. Ambulance has 99 calls to date (April); 43 employees on roster; received a $100 donation from the Mason’s. Next meeting is on May 20, at 5:00 PM at the Manawa Municipal Building. Building Use: Generator is ‘green light’! No other building issues to report. Scrap behind Town Hall was hauled away. The remaining culvert is in very good shape, and will be sold. It is 5 ft. diameter by 7 ft. long. Contact Rod Beyer if you are interested. Two quotes received to do the Lawn mowing for the 2025 season. Niemuth/Beyer to approve Scott’s Tree Service for the 2025 mowing at $65 per time. Carried 3-0. Roads: Parsnip spraying- Jon Abrahamson sent a quote for the parsnip eradication and included pricing for a growth inhibitor for grass, to slow the grow and save on ditch mowing. Parsnip kill cost is approximately same as last year, which was $6,000. Board wants to do a test road with the growth inhibitor. Price should be right around $250.00. Moede/Beyer to approve the parsnip spray and the test road for the growth inhibitor. Carried 3-0. Work Orders were reviewed. The White Clover reclaim and gravel is at a cost of $7,200. Spring Creek culvert clean out for $2,000. Cemetery Rd at N. Water Drive will be reclaim, shape and paved for a cost of $48,700. Niemuth/Moede to approve the 3 work orders for a total of $57,900. Carried 3-0. Correspondence was reviewed. Letter from the Town of Royalton asking for assistance with the update on the Buoys for Bear Lake. The cost of just short of $1,000 was split with the Bear Lake Association, leaving half for Royalton and Little Wolf. 2024 ANNUAL MEETING MINUTES April 15, 2025 7:00 PM LITTLE WOLF TOWN HALL Chairman Moede called the meeting to Order at 7:00 pm. The Pledge of Allegiance was recited. Elected Officials present: Moede, R. Beyer, T.Niemuth, Wilz and J. Beyer. Others present: Debbie Sarna, Dave Sarna and Joe Starr present. Moede confirmed that those present that were residents were allowed to vote at this meeting. Voting residents: 8. One non-resident, Deb Linjer, was present. Wilz/R. Beyer to approve the minutes of the April 16, 2024 Annual Meeting. Carried with 8 ayes, 0 nayes. Discussion regarding moving forward with an Attorney, by sending out RFP’s to 3 firms, to get quotes on the price of their services, and the scope of the services offered. Much discussion took place regarding how the residents present felt regarding the city’s perceived attitude toward the residents. The Board members stated the City Council members they have worked with are in agreement that they want to see the Millpond restored. The Town’s Attorney suggested the Town look for an attorney well versed in riparian rights, and gave a suggested attorney to contact. Starr and Dave Sarna both gave suggested attorneys and will send their contact info to the Clerk. The Sarna’s and Linjer left at this point, thanking the Board for their time. J.Beyer/R.Beyer to send out request for quotes to no less than 3 attorneys to determine the rights and get guidance on the Town and the Town’s residents regarding the Manawa Dam/Millpond. Carried 6-0 The annual financial reports were reviewed, with no questions or comments. Niemuth/Moede to approve the 2024 Financials. Carried 6-0. Comprehensive Planning: the following member appointments were renewed: Rhonda Wilz, Ken Groholski and Rod Beyer. Moede/Niemuth to approve the appointments. Carried 6- Ayes, 0- no. Building Use/Maintenance: maintenance of the Community Room discussed. Niemuth/J. Beyer to approve having the floor stripped and waxed. Carried 6-0. Roads: July 5, 2024, the flood took out many culverts. They were fixed, and the Town did receive 70% reimbursement from the DOT and the Wisconsin Disaster Fund. The Butternut Road project was completed, with LRIP money reimbursement received. The balance of the cost was paid for using the remaining ARPA funds and town monies. Beyer is working with the county Highway Department to get quotes on projects for this year. Fee Schedule: the current fees were sufficient, and no changes were made. No changes to the Per Diems or compensation for Elected Officials were made. The Federal Mileage rate is $0.70 per mile. Town Hall Rent: currently is $50 for rent, and $50 for a returnable deposit. No changes made. Salaries and per diems were reviewed. The board members felt they were sufficient. J.Beyer/Moede to leave board members’ salaries the same. Other Town Business: Public Comment: none. The next Annual Meeting was scheduled for Tuesday, April 21, 2026 at 7:00 pm. There being no further business, Moede/Niemuth to adjourn the Annual Meeting. Carried. Meeting was adjourned at 8:31 pm. Town of Little Wolf has an ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph that provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their officer or by order of a court. The information that is provided in this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under Wis. Stat. § 19.35(1). f. The Board of Review shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter from a physician, physician assistant, or advanced practice nurse prescriber certified under Wis. Stat. § 441.16(2) that confirms their illness or disability. No other persons may testify by telephone unless the Board of Review, in its discretion, has determined to grant a property owner’s or their representative’s request to testify under oath by telephone or written statement. g. No person may appear before the Board of Review, testify to the Board of Review by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the Board of Review , or at least 48 hours before the objection is heard if the objection is allowed under Wis. Stat. § 70.47(3)(a), that person provides notice to the Board of Review Clerk as to whether the person will ask for the removal of a member of the Board of Review and, if so, which member, and provides a reasonable estimate of the length of time the hearing will take. h. Town of Little Wolf Meeting Proceeding Tuesday, April 8, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 7:00 pm. Roll call showed Moede, R. Beyer, T. Niemuth, Wilz and Beyer present. 2 residents present. Beyer/Niemuth to approve the Agenda. Motion Carried 3-0. Moede/Beyer to approve the March 11, 2025 Minutes. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 4/7/2025, was $ 450,586.14. Total Interest earned to date is $6,903.50. The Clerk and the Treasurer reconciled to the bank statement. Moede/Niemuth to approve the Treasurers report. Carried 3-0. Public Input: none Business: Dam/Mill Pond update: The Town continues to be adamant that the dam be replaced and continues to wish to work with the City in finding a way to get that done. The Clerk spoke with the Mayor on Monday, April 7, and was told that the City’s legal advice was to not sign anything with the Town until the State lets the City know how much money they are going to give the City. Dog Ordinance: A discussion regarding our stray dog Ordinance was had. A conversation with the Town’s Atty brought up a couple of questions that needed clarification before his opinion on moving forward could be obtained. The Amendment to the Town Ordinance will require a Public Hearing be held before the changes can be adopted. This should be addressed at the May meeting, with the Public Hearing to take place immediately prior to the May monthly Board meeting. County Ordinance Changes- The proposed changes to the Zoning Ordinance were reviewed by the Board prior to this night’s meeting. The Town will have comments to share at the Public Hearing when it takes place, mostly regarding retaining Town authority and rights. The Public Hearing for the Farmland Preservation changes will take place on May 1st, and the Town is in support of the changes, as they reflect the land owner’s preferences. Clerk will attend that Public Hearing for the Town. Land Use Permits/ UDC Permits: Land Use Permit – Eric and Melanie Pynenberg- dwelling addition accessory structures; Kit and Melissa Jansen – new home w garage/patio/porch; Dusty & Jess Betts-Nelson- accessory structures. Resolved Violation – Jerry & Betty Beyer There was no CSM to address. Fire/Ambulance report: Fire Department: Calls year to date are 39. The new members all completed FF1 training and are certified to work at fire scenes. The Firehouse Subs grant was put to use; the money was used for new turnout gear. Ambulance Department received the FAPS grant, and it was much larger than last year! It will be used to purchase equipment to better the services provided. The Pancake Breakfast will be in person this year, and will take place on April 27th. The Ambulance will be holding a 9-pin at Kegler’s on May 17th. Next meeting is April 15th at 5:00 pm at the Manawa Municipal Building. Building Use: Generator is ‘green light’! No other building issues to report. Clerk stated the requests to rent the hall are increasing. Chris Roehl submitted his price list for the mowing, clean up for the Town Hall. Being no competition for the quote, and the satisfaction for past work, Moede/Beyer to approve his quote and award Roehl the job. Carried 3-0. Board spoke about getting the sand barrel out front removed. The barrel made a great wasp home last year and the sand is not used. Antennae will be removed off the outside of the town hall. Scrap out back of the town hall will be sent to scrap place. Roads: Spring Road Inspection results were reviewed. Discussion regarding the state reporting on the PASR report took place. 3 year contract with the county Highway Department was discussed. Moede/Beyer to send intent to approve the agreement. Carried 3-0. Road work to be done this year was discussed. Beyer will seek quotes on the following projects: White Clover Rd; Cemetery Rd- south end; Ditching North of Fahser’s Bridge on Bridge Rd; Maintenance spots on Murray- grade and gravel; Pot holes patched; projects for summer quoting will be tree trimming. Public Input: Joe Starr was present to ask about the Resolution the town approved regarding the future participation of the Town with the City. Asked if it would include ownership? Starr asked if the Resolution would be put on the website or posted, stating he felt it should be accessible. The Board agreed, and it will be put on the website, in the time allowed by state statute (which is within 30 days of adoption). Visitor: Mary Griffin was present to ask for the Town to consider giving funds already designated for Recreation to the Manawa Youth Sports Assn. At the last meeting of this Board, this was discussed. The amount of $2,000 was the amount discussed. Moede/Niemuth to approve the payment of $2,000 to the MYSA from the Town’s Recreation account. Carried 3-0. Business: Dog Ordinance: A discussion regarding our stray dog Ordinance was had. The Sheriff’s Department will not handle stray or at large dogs that are called into Dispatch if the Town has an Ordinance to handle the problem. The Board felt our current Ordinance should be reviewed by our Town Attorney, and revise to address issues other than strays or at large dogs, keeping Town control on matters that are listed in the current ordinance. The Clerk was asked to obtain the Attorneys opinion and call for the Public Hearing prior to the April Board meeting, to follow the proper steps to revise or amend the Ordinance. County Ordinance Changes- The proposed changes to the Zoning Ordinance were received from the WC Planning and Zoning office. The Clerk forwarded to the Board members for their review and they will be discussed at the April meeting. Knopp Road reported a big blade of turf from County plow- they will roll it back into place. Complaint from resident on Cemetery Road regarding the road condition and width. The spring Road Inspection was scheduled for April 5, 2025 at 7:00 am. Snow date will be April 12, 2025. Moede/Niemuth to approve Rod Beyer attending the TA Road School at Wisconsin Dells in April. TOWN OF LITTLE WOLF MEETING PROCEEDINGS SPECIAL MEETING February 27, 2025 Little Wolf Town Hall 7:00 Pm Chairman Moede called the Special Meeting to Order with the Open Meeting Statement. The Clerk confirmed the posting requirements were met. Board members present were: Moede, R. Beyer, T. Niemuth and Beyer. Also present: Sandra and Ken Bernard, Josh Smith Motion by Beyer/Niemuth to approve the meeting Agenda. Motion Carried by all. Moede stated the consensus of the constituents Board members have heard from, is to reconstruct/replace the dam. The Town Board perception is that the commitment of both Town intent and contribution, is going to give the Town a seat at the table. This board feels strongly that we are duty bound to protect our resident’s property values. To ensure that happens, the Town Attorney suggested the Resolution by the Town to commit to the Manawa Mill Pond being restored. Discussion by the board and others present were in favor of the Resolution. Therefore, the Board reviewed and discussed Resolution 1-2025, to authorize the Chair to sign an agreement with the City of Manawa regarding the restoration of the Manawa Mill Pond. TOWN OF LITTLE WOLF MEETING PROCEEDINGS SPECIAL MEETING February 27, 2025 Little Wolf Town Hall 7:00 Pm Chairman Moede called the Special Meeting to Order with the Open Meeting Statement. The Clerk confirmed the posting requirements were met. Board members present were: Moede, R. Beyer, T. Niemuth and Beyer. Also present: Sandra and Ken Bernard, Josh Smith Motion by Beyer/Niemuth to approve the meeting Agenda. Motion Carried by all. Moede stated the consensus of the constituents Board members have heard from, is to reconstruct/replace the dam. The Town Board perception is that the commitment of both Town intent and contribution, is going to give the Town a seat at the table. This board feels strongly that we are duty bound to protect our resident’s property values. To ensure that happens, the Town Attorney suggested the Resolution by the Town to commit to the Manawa Mill Pond being restored. Discussion by the board and others present were in favor of the Resolution. Therefore, the Board reviewed and discussed Resolution 1-2025, to authorize the Chair to sign an agreement with the City of Manawa regarding the restoration of the Manawa Mill Pond. Town of Little Wolf Meeting Proceedings Tuesday, February 11, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 6:00 pm. Roll call showed Moede, R. Beyer, T. Niemuth, Wilz and Beyer present. 3 residents present. Beyer /Niemuth to approve the Agenda. Motion Carried 3-0. Moede/Beyer to approve the January 7, 2025 Minutes. Motion Carried 3-0. The Clerk reported the monies from the Disaster applications have been received from the DOT grant - $6,741.13 for Beech Street (70%) and from the Wisconsin Disaster Aids grant - $37,513.54 (70%) for the other affected roads. Percent signifies the amount of the award vs. the amount applied for. The balance of the expense of repairs came out of Town funds; the Town paid the incurred expenses in 2024, and was reimbursed by the two disaster programs in 2025. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 2/8/2025, was $ 1,299,039.27. Total Interest earned to date is $3,049.21. The Clerk and the Treasurer reconciled to the bank statement. Moede/Niemuth to approve the Treasurers report. Carried 3-0. Wilz stated Tax Collections are finished, at the Town level. Any payments sent after February 7 should go directly to the Waupaca County Treasurer for processing. Tax Collections were at 95.6% for December and January. Of these collected monies, the amounts paid to Others were: Waupaca County - $541,028.63; Manawa School District - $818,083.56; Fox Valley Tech - $83,519.20. Constable Report- Beyer reported a complaint from the land owner regarding logging company working on Cemetery Road; neighbor’s two dogs were running across the road and being aggressive and menacing. Beyer instructed them to call the Sheriff’s Department. Visitor: Mary Griffin was present to ask for the Town to consider giving funds already designated for Recreation to the Manawa Youth Sports Assn. The July 5th disaster took out all of the equipment and concession appliances that were in the concession stand and other storage at Lindsay Park. The Town did, in the past, contribute to the Manawa Rec Program and this would be a continuance of providing sports for the youth. The Board agreed it was a worthwhile cause and was an established expense. The monies will be approved formally at the March meeting. Gene Griffin was present for an update on the Mill Pond. There was not much to update; the Town has not been contacted by the City except for the Town Clerk requesting updates. One email with minutes of a meeting regarding the shoreline restoration was received. Business: Land Use Permits/ UDC Permits: Patricia & William Gray- deck; Diana & Jeff Henschel – Accessory structure; Jeff Thiel – Dwelling w/Porch. Cutting Permits to Jeffrey Beyersdorf; Jeff and Patti Buttles; Jeffana Holsteins, Inc. Conditional Use Permit for Vicki Bartelt was discussed. Planning Commission recommended the approval unanimously. The Board added one Condition- that the proposed site is kept properly maintained. Beyer/Niemuth to approve the CUP for Vicki Bartelt. Carried 3-0. There was no CSM to address. Fire/Ambulance report: Fire Dept reports an award of $26,000 from Firehouse Subs Grant to purchase 8 new sets of turnout gear. Fire calls as of 2-11-25 are 35. 2 new members already certified for FFI joined and 2 resignations due to health and availability. Ambulance reports 25 calls since January meeting. Ambulance roster is at 42. Josh Luebke is the new Assistant Ambulance Director. Next meeting is March 18th at 5:00 pm at the Manawa Municipal Building. Building Use: Generator was not working on February 6th, and Beyer had Master Electric come diagnose and reset. Working tonight. Roads: Winter road maintenance as needed. North Water Drive had an approval from the DNR to add extra shoulder on the lake side to allow for safer parking for Ice fishermen. Correspondence was reviewed. Town of Little Wolf Meeting Proceedings Tuesday, January 7, 2025 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 6:00 pm. Roll call showed Moede, R. Beyer, Wilz and Beyer present. 3 Visitors present. Niemuth was excused. Beyer /Moede to approve the Agenda. Motion Carried 2-0. Moede/Beyer to approve the December 10, 2024 Minutes. Motion Carried 2-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 12/31/2024, was $ 1,187,873.77. Total interest earned this year to date is $21,297.82. The Clerk and the Treasurer reconciled to the bank statement. Moede/Beyer to approve the Treasurers report. Carried 2-0. Wilz stated the Escrow checks from the mortgage companies have not been received, with no reason given. Taxpayers can rest assured that if the payment was postmarked December 31st or earlier, it will be entered as a 2024 payment, as allowed by law. Constable Report- only Bear Lake complaints. Visitor: Debbie Sarna, Debbie Linjer and Jay Bessette were present to speak about the progress of the dam and Mill Pond restoration. Bessette did speak with the Mayor of Manawa, regarding rebuilding a dam. Bessette recommended the City renew the contract with the Hydro company, however the licensing of the hydro will be a big expense if the City has to apply for a new one. Bessette is going to work at the State level with representatives, as well as at the Federal level, to advocate for funding from those sources. The DNR and FERC are going to be the first negotiations; Bessette has offered his help and resources to speed the process wherever possible. We all should be on the same team, with the priority of restoring a body of water, Bessette stated. The Town Board and Bessette were in agreement that an attorney with experience in Hydro contracts should be secured by the City, citing the cost will be worth the expertise. Business: Bear Lake Parking: Beyer spoke with County Highway Department staff- they stated the DNR will allow the Town to gravel a wider shoulder on the South side of North Water Drive, to allow cars to be farther off the road edge, to allow for a safer flow of traffic. Timeline is unclear as of today, as this information was just obtained on the day of this meeting. Land Use Permits/ UDC Permits: None to report Fire/Ambulance report: Fire Dept reports all Firefighter 2 classes were completed with success. 14 calls since November 1. Roster has 30 members. Ambulance reports 20 calls in November, and they are now operating as a Paramedic Flex Service. Next meeting is January 21 at 5:00 pm at the Manawa Municipal Building. Building Use: All good. Roads: Winter road maintenance as usual. Beyer received a call from a Knopp Rd resident, complaint about the snow plow digging up divots. Beyer went and took pictures, with the snow melted, it was easy to see. Beyer will meet with resident and try to resolve the matter. Budget Amendment BA24-05 reads: That the sum of $49,135.05 from the General Government account; 25,668.64 from the Roads account; 1,074.24 from the Fire/Amb account; 800.00 from the Recreation; 587.01 from the Landfill account; 1,768.23 from the Recycling account; 261.26 from the Comp Planning account, for a total of $79,294.42 to go into the Cash Carryover account. Motion from Moede/Beyer to approve the BA24-05. Carried by all. This is the final Budget amendment for 2024. Caucus will be held on Tuesday, January 21 at 6:00 PM. Correspondence was reviewed. Discussion regarding dogs and the need to have a place to take stray dogs until the owner is located. This is due to Wolf River Vet Clinic in New London not willing to shelter strays anymore. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 12/7/2024, was $ 295,656.55. Total interest earned this year to date is $19,878.91. Visitor: Debbie Sarna and Jay Bessette were present to speak about their group and stated their members have formed groups to visit neighboring communities to see how they dealt with draw downs and other aspects of dam maintenance/repairs. Also reached out to our State Representatives to inquire about possible grants or funding opportunities. They offered their assistance in any way the Board would like to include them. The Board thanked them for their continued interest and offer of assistance. Sarna and Bessette left the meeting at 6:30 pm. Business: Update on Mill Pond Restoration: no new items to report. Informational Meeting w/City Dam Committee is on December 11. Rod and Jackie Beyer will be attending the meeting. More info expected after that happens. Land Use Permits: None to report UDC Permits: Received payment and report on one new home on Miller Lane. Fire/Ambulance report: Fire Dept received the yearly donation from the Lions Club, which they returned due to the cancellation. One new Paramedic on staff for the Ambulance Department. Next meeting is December 17, 2024 at 6 pm. This meeting is open to the public. Building Use: Generator repair took place this morning, December 10. Furnace in community room needs repair, scheduled to happen on December 11, 2024. (Manawa Heating replaced a motor on December 10th, all working again.) Roads: All small patching and grading jobs have been completed. Town of Little Wolf Meeting Proceedings Tuesday, November 12, 2024 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 5:40 pm. Roll call showed Moede, R. Beyer, Niemuth, Wilz and Beyer present. 3 Visitors arrived at 6:00 pm. Beyer /Niemuth to approve the Agenda. Motion Carried 3-0. Niemuth/Beyer to approve the October 9, 2024 Minutes. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 10/31/2024, was $ 234,079.61. Total interest earned this year to date is $19,272.61. The Clerk and the Treasurer reconciled to the bank statement. Moede/Niemuth to approve the Treasurers report. Carried 3-0. Visitor: Debbie Sarna, Jay Bessette and Melissa Habeck were present to speak about their group and their goals of getting more communication from the City regarding the Manawa Mill Pond. The Board told them that there will be a need for their group to make phone calls and send letters, when that action is appropriate. They are circulating a petition to request more information from the City of Manawa, with Bessette stating he moved to his home because of the Mill Pond, and just wants to see it restored. The Town stated they realize the value of the resource and are working with the City’s Dam Committee to develop a plan of action that will protect property values in the Town. Business: Discussion regarding the Assessor Contract renewal, with MidState Assessment. The proposal covers the potential necessary actions to stay compliant with the DOR, and keeping up with whatever the housing market throws at us. Motion by Moede/Niemuth to approve the 3 year contract, for an annual amount of $26,000, and an additional $14,000 for the year that all parcels will be reclassified to more accurately match their classifications. Carried 3-0. Budget 2025: the Public Hearing for the 2025 Proposed Budget was held prior to this meeting, at which there were 0 residents in attendance. The Board discussed the Budget as presented. Niemuth/Moede to approve the 2025 Budget with one change: $10,000 is put into the Recreation account to start a Mill Pond restoration fund, with that amount coming out of the General Government account. Carried by a 3-0 vote. Conditional Use Permits: Permit applications for; Jeffrey Thiel- replace a mobile home with an Amish built shed for hunting shack- Planning Commission recommended approval. Beyer/Niemuth to approve the CUP for Jeffrey Thiel. Carried 3-0. A CUP application for a Park type home, applicant Kent and Michael Gehrke, approval recommended by the Planning Commission. Moede/Beyer to approve the CUP for Kent/Michael Gehrke. Carried 3-0. Land Use Permits: There were three permits- 2 for cell towers and one for additions to an existing shed Fire/Ambulance report: Both departments report things are going well, with membership increasing for both. Both fundraisers did well. Fire department is using funds raised to purchase a water rescue boat Next meeting is November 19, 2024 at 6 pm. This meeting is open to the public. Building Use: Generator shows a code and yellow light. Beyer will call tomorrow to get rectified. Rentals for the Holiday season are starting to fill up- don’t delay if you’d like to get your event date secured! Roads: Beyer stated he has sent all projects from the Road Inspection to the County Highway Department, and they are in progress. Trees that needed to be cut have been taken care of. Town of Little Wolf Meeting Proceedings Tuesday, October 8, 2024 Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 7:00 pm. Roll call showed Moede, R. Beyer, Niemuth, Wilz and Beyer present. Beyer /Niemuth to approve the Agenda. Motion Carried 3-0. Niemuth /Beyer to approve the September 10, 2024 Minutes. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 10/6/2024, was $ 565,521.03. Total interest earned this year to date is $18,213.81. The Clerk and the Treasurer reconciled to the bank statement. Wilz had some work done on her laptop, and it is running well. Moede/Niemuth to approve the Treasurers report. Carried 3-0. Visitor: Helen Emslander was present to request culverts be placed on DR Drive, sharing photos taken after the heavy rain on July 5, 2024. She suggested the Town see if there is a way to see if the farm field could do some berm work or something. The Chairman stated they would look at it during the Fall Road Inspection. Emslander also asked the Board to consider placing solar panels on the Town Hall, or at least get ideas or an assessment on the feasibility. Business: Multiple dog licenses: the issue of a local dog owner having multiples in inhumane conditions was discussed. The Clerk did provide a draft of an addition to the current ordinance for the Board to review. After the Town Attorney gives the approval, the Town Board will hold a Public Hearing on November 12, 2024, at 5:45pm, prior to the Town Board meeting, and adoption will be a November Board Meeting Agenda item. Posting Places: the need for a third physical posting place for town notices was discussed. The usual posting places will be the Town website and the town hall and the Manawa Recycling Center on Industrial Ave. For any times when the third place is required by law, the Library in Manawa has agreed to allow the Town to post notices there. Beyer/Niemuth to approve the addition of the Sturm Memorial Library to the physical posting places. Carried 3-0. Land Use Permits: There was on permit received for Agricultural Accessory sheds. UDC Permits and payments received: 2, with report from the Inspector. Payment was received from the owners/contractor. Fire/Ambulance report: Both departments report things are going well, with membership increasing for both. Both fundraisers did well. Next meeting will see the Budget discussion. Next meeting is October 15, 2024 at 6 pm. This meeting is open to the public. Budget Public Hearing on Tuesday, November 12, at 5:30 with Special Elector Meeting to approve the Levy immediately following. The regular Town Board meeting will immediately follow, or at 6pm, whichever occurs first. The tax bills we all will be receiving in December will have a new look this year. As soon as the example is released, we will put on the website, with explanation/help guide to assist in understanding the new format. As of this meeting, the County Treasurer has not shared the newly formatted bill. The in person tax collection times and dog tag information was always displayed on the old style bill, we are told those items were not going to be on the new bill. This information will be posted and on our website when available. Building Use: all in good working order. Roads: Beyer stated he patched some potholes. Murray Road needs grading and some gravel added; this will be done when we get some rain, as it does a better job of compacting when it’s wet. Fall Road Inspection will be done on Saturday, November 2, 2024 starting at 7:30 am. This will be a regular meeting, and decisions will be made regarding winter road maintenance. The bill from American Asphalt was received, and came in approximately $8,800 over the bid price. The Board will be working with AA to get this resolved and pay our bill. You’ll remember this was a LRIP grant project, with the RFQ and bid process followed. (Clerk’s note: I spoke with Dustin at American Asphalt on Thursday morning, they adjusted the invoice, with the new total payment is $275,358.37, coming in $7,365.90 under the bid price. Check will be issued and mailed, as it was previously approved at Sept meeting) Budget Resolution BA24-03 states: BE IT RESOLVED by the TOWN BOARD of the Town of Little Wolf as follows: That the sum of $5,000 is transferred to the Fire and Ambulance Account. Chairman Moede called the regular monthly meeting to Order at 7:00 pm. Roll call showed Moede, R. Beyer, Niemuth, Wilz and Beyer present.
Niemuth/ Beyer to approve the Agenda. Motion Carried 3-0. Beyer/Niemuth to approve the August 8, 2024 Minutes. Motion Carried 3-0. Treasurer’s Report: Wilz gave the fund balances. Total cash on hand, as of 9/1/2024, was $ 623,707.25. Total interest earned this year to date is $16,408.25. The Clerk and the Treasurer reconciled to the bank statement. Moede/Niemuth to approve the Treasurers report. Carried 3-0.
Business:
Temporary Beer License for the Waupaca County Republican Party was applied for, date of their event on September 21, 2024 at the Manawa Rodeo Grounds. Moede/Niemuth to approve License T-24-05 for sale of Beer or malt beverages on September 21, 2024. Carried 3-0.
Roads and Update on Post July 5th rain/flood: Beyer spoke about the Butternut Road project and its completion. Shouldering is all that is left to do. Town can expect the bill the week of September 16, if the shouldering goes as planned. The roads that were affected by the heavy rains/flooding on July 5th have all been repaired, save for some paver patches over the replaced culverts, to be finished soon. The Clerk reported having filed the Disaster Assistance funding requests by the due date. Some of the invoices are not in yet, so they were filed as ‘Work to be completed’. When they come in, Beyer will file those as well. The DOT assistance for the Beech Street repairs was filed as well by the September 5th deadline. The culvert that was replaced on Beech was ‘in kind’ or the same size, so only 75% reimbursement, not 100 %, from the DOT. The culvert could not be replaced with a larger size because it had to match up to the culvert under the adjacent walking trail. The dam restoration was discussed. Niemuth sat in on a zoom meeting at the City, and reports the City’s intention is to restore the dam in some fashion. The required permits through the DNR are overwhelming. The opportunity to restore private land/shoreline was discussed, the question asked if the DNR will make permitting easier due to the circumstances. No answer was really provided. The Town would like to hold off on appointing a committee, and first start the relationship of collaboration with the City. After that is established, the next step would be to have a committee to work on the project.
Land Use Permits: There were 7 permits received- for accessory structures- addition to shed, Accessory structure – pool; accessory structure- shed; addition to a shed; and modification to sheds; lean to on a shed; Accessory structure w/ porch and ramp. There were 3 UDC permits received with payments.
Multiple dog licenses: the issue of a local dog owner having multiples in inhumane conditions was discussed. The Clerk will work on ordinance language, and have it approved by the Town Attorney. Adoption is slated for October if possible, November for sure. Public Hearing will be prior to the appropriate Town Board meeting for approval.
Fire/Ambulance report: Next meeting is September 17, 2024 at 6 pm. This meeting is open to the public.
Budget Resolution BA24-02 states: BE IT RESOLVED by the TOWN BOARD of the Town of Little Wolf as follows: That the sum of $242,724.00 from the Reserved Funds, Money Market account, to the Roads account. Moede/Beyer to approve; carried 3-0.
Building Use: all in good working order. Septic will be pumped on September 24th. The musty smell in the Town Hall was discussed, as well as solutions. The Clerk will order/purchase the discussed products, and it will be reviewed next meeting.
Roads: Ditch mowing is completed, and the County did a great job! Moede stated there are a number of residents planting in the right of way; letters need to be sent. Beyer stated that the Fall Road Inspection would be a good opportunity to note the addresses and send letters after that. Board agreed. Signage and 45 mph Speed limit discussed for newly paved Butternut Rd. Striping of the road was also discussed and approved; all items are for public safety.
Correspondence was reviewed. Bills and checks were presented for payment. Checks numbering 4193-4211 (with 4203-4205 voided due to printer issue) were presented for payables. Roads andUpdate on Post July 5th rain/flood: Beyer spoke about the Butternut Road schedule is to start on August 20th, when they will pulverize/reclaim the road. Other road issues from the washouts; culvert and ditching work is done for the most part. Left to complete are the paving and patching on these repairs. DOT is going to reimburse 70% of the repair to Beech Street. Land and Water Dept was asked by Beyer to take samples of the river to make sure the river is getting cleaner than it was right after July 5th, and to identify the contaminates in the river system. The Board discussed the impact to the Town’s landowners, with the river being reduced to a stream compared to prior July 5th. Tax payers have expressed concerns regarding loss of property values; this concerns the Board as well, as it translates to potential less total value and higher tax per 1K of value. The board would like to see the levy restored as soon as possible, preferably months rather than years. They also discussed a possible collaboration with the City, if the City is so inclined, to restore this valuable resource that greatly affects the residents around the Mill Pond. The Board discussed a possible town hall meeting to gauge resident interest in Little Wolf pursuing a part in the restoration of the levy, and to give the residents an opportunity to voice their concerns and their vision for the future of the Mill Pond. If a meeting is scheduled, it will be noticed on the website, and posted around the area for maximum exposure. Tickets for the UTV are to be sold at the Car Show. Classes for Firefighter 1 and 2 will be held at Manawa this fall. 73 calls year to date. New billing rates were approved at the June meeting. Ambulance reports 34 calls for year to date. 2 new applicants for the Ambulance Department. Next meeting is July 16, 2024 at 6 pm. This meeting is open to the public. Discussion/explanation regarding Ordinance 25—07-FD took place. It gives the new billing service authority to bill. Moede/Niemuth to adopt the Ordinance, and the new rates for the services rendered. The Fire Commission will have authority to change the rates as deemed necessary. Carried 3-0.Building Use: all in good working order. Roads: Due to the heavy rains and road washouts in the county, the road projects planned will likely be delayed. The roads in the town that will need work, because of the heavy rains, will be: Beech St, Nicolai Rd, Swan Rd, Garrity Rd, Mouse Creek Rd, Pond St, and Mable Lane, all of which involve culvert replacement. Other roads have shouldering and gravel replacement needing to be repaired. All of these repairs will be submitted to the WDA and/or DDA disaster assistance programs for reimbursement, because the County did not meet the 12 million dollar minimum damage to receive FEMA assistance. The WDA and DDA assistance are for town roads only; no personal property will be receiving assistance. Motion from Niemuth/Beyer to make the repairs from the storm damage as needed, and submit to the disaster assistance to capture reimbursement. Carried 3-0. American Asphalt told Sup. Beyer they will be doing the Butternut Road project starting on July 31, 2024. Affected residents will be given a letter with the start date and any details they need to know prior to the start. ‘No Wake’ on the river within the Town was discussed. Clerk did contact DNR, who sent a sample ordinance to limit wake, and offered assistance with adoption and language of the Ordinance. The Board agreed we need to ensure enforcement from the Sheriff’s Department and DNR, or the ordinance is not worth adoption. Constable duties do allow for writing tickets, so that will be further explored when a draft ordinance is presented. Correspondence was reviewed. Bills and checks were presented for payment. Minutes of Joint Board/PC MeetingTOWN OF LITTLE WOLFThursday, June 13, 2024LITTLE WOLF TOWN HALL The Town Board Chairman called the Special Meeting to Order at 6:00 pm. Board members present were: Moede, Beyer, Niemuth, Wilz and J. Beyer. Planning Commission members present were: M. Hurda, T. Arndt, K. Groholski, and Beyer, Beyer and Wilz. Residents present were: Tony Hass, Kevin Hass, Vicki Bartelt and Tory Suehs. Ryan Brown and Brian Haase, from Waupaca County Zoning and WC Land and Water, respectively were also present. Discussion regarding review of the Towns Farmland Preservation took place. The rates of tax credits, the required duties of the landowner to qualify and the ability to get your land into, or out of, Farmland Preservation was outlined and questions answered by Haase and Brown. The process of doing the Amendment to the Comprehensive Plan was reviewed. A public participation facet will be achieved by sending a letter to those land owners that are in ownership of any parcels over 5 acres. Letter will explain how to get into or leave the preservation designation. The Planning Commission will hold a meeting on XXXX to allow the landowners to come in and ask questions to help them decide their preference. After that, the town board will hold a public hearing to take comment on the Ordinance change. After that is complete, the approval of the Ordinance update will take place at the regular August Town Board meeting. Visitors asked questions and left with their information in hand. Town of Little WolfMeeting ProceedingsThursday, June 13, 2024Little Wolf Town Hall Chairman Moede called the regular monthly meeting to Order at 7:00pm. Roll call showed Moede, R. Beyer, Niemuth, Wilz and Beyer present. There were two visitors present for public comment. Beyer/ Niemuth to approve the Agenda. Motion Carried 3-0. Moede/Niemuth to approve the May 9, 2024 Minutes. Motion Carried 3-0. Wilz gave the fund balances. Total cash on hand, as of 6/8/2024, was $ 584,502.65. The Clerk and the Treasurer reconciled to the bank statement. Clerk and Treasurer also updated their Quickbooks program. Beyer/Niemuth to approve the Treasurers report. Carried 3-0. Constable: Moede had a call regarding a litter of abandoned cats. The County Sheriff’s called Moede about a downed tree. Moede referred them to the County Highway Dept, as it was on a County Road. Moede also received a call on a stray dog. The owners claimed it before Moede arrived. Niemuth/Beyer to approve the constable’s report. Carried 3-0. Business:Liquor License Approvals: The License applications for Cedar Springs Golf Course and Mid-Western Rodeo were discussed. The Operator Licenses applications were received and paid for from: Grace Heimbruch, Tammy Prill, Rae Lynn Mielke and Jolie Jaeger for Cedar Springs; Jim Quinn, Florian Gerl, Rachel Holzschuh, Bridget Conroy-Bailey and Joe Bailey for the Rodeo; Jackie Beyer, undeclared. Motion by Beyer/Niemuth to approve Licenses per the list as presented. Carried 3-0. Land Use Permits: There were 2 permits received- both for accessory structures. 2 new driveway permits issued; one on Pine Crest and one on Mountain Lake Rd.UDC Permits: One for a home, completed. One for a shed. Fire Numbers: 2 new Fire numbers ordered and received. Fire/Ambulance report: Fire Dept reports 2 new members; roster has 30 members now. UTV raffle is going well. Pancake Breakfast went well, and next year will be done in person. 60 calls as of the May meeting. Ambulance reported 39 calls so far this year. Bowling fund raiser went well, with $2000 going towards new equipment. Flex Paramedic status is now in effect for the Ambulance Service. This will allow our service to give more advanced care, when Paramedics are on shift. Next meeting of the Fire Board is on Tuesday, May 21, 2024 at 6 pm. This meeting is open to the public. Building Use: The Beyer's finished cleaning out the file closet and hauling the ‘stuff’ in the garage to the recycling center. Roads: Snow plowing for Pin Oak Rd and the Town Hall parking lot were discussed. One quote from Scott’s Tree Service was received, for 3 yr. contract. Moede/Niemuth to accept Scott’s Tree Moving proposal as quoted. Carried 3-0. Work order from the Cty Hwy Dept was received for the ditching by the pit on Swan Rd. Neighbors present complained that tax money is being spent on the ditching and felt it should be paid for by the pit owner. Moede said we’re going to fix it now, economically, before it causes a higher repair bill by ignoring it any longer. Beyer/Moede to approve the work order for the ditching on Swan Rd. Carried 2-0, with Niemuth abstaining. Ditch mowing: County has started mowing ditches in the town, doing one pass before the first week of July. Parsnip spraying: It will be done in the next couple of weeks, based on the weather and the growth, to eradicate the most we can on the one pass. Status of tree trimming: Ferg will get in to do the work behind the town hall before the Rodeo. Work order for White Clover Rd was discussed: budget and all the other projects in play as of right now considered, this project may need to wait till fall, because it will be left in gravel to settle out for a year. ‘No Wake’ on the river within the Town was discussed. Clerk did contact DNR, who stated they had no record of the Town having an ordinance to limit wake within town boundaries of the Little Wolf. The Clerk did not find any adopted Ordinances to reflect a directive on boat speed or wake. Board asked the Clerk to look into an Ordinance for limiting wake, and to check into enforcement of same, if an Ordinance be adopted - July meeting agenda item. Correspondence was reviewed. Bills and checks were presented for payment. Checks numbering 4133-4157 were presented for payables. Moede/Niemuth to approve payment of bills with checks 4133-4157. Carried 3-0. Public Input: Jeremy Schoenike was present to speak about his run for the Register of Deed’s office, becoming vacant with Mike Mazemke’s retirement. Duane Wilson was present to speak about his run for the State Representative race, District 57. This is one of the newly created districts, so there are no incumbents. Both candidates campaign info will be at the posting places, if anyone would like to see them. Business:The proposed agreement with Waupaca County Highway Department regarding the detour for the Cty Rd B Bridge replacement was reviewed. Moede/Niemuth to approve the agreement and send back. Carried 3-0.The Eder/Bouressa Conditional Use Permit was cancelled, per the applicant.The Farmland Preservation portion of the Comprehensive Plan will be getting a review by the Town. The Planning Commission and the Town Board will hold a joint meeting, with Brian Haase from Land and Water, and Ryan Brown, from the Zoning Department present. This will take place on June 13, 2024 at 6:00 pm, prior to the regular Town Board meeting. This is the start of the towns’ revision process. The final Town action will be adopting the Ordinance to revise our Town Comprehensive Plan, most likely in August or September. There will be opportunity for Public Input along the way. Land Use Permits: There were 2 permits received- one for a new home and one for accessory structures. Fire/Ambulance report: Fire Dept reported receiving $1000 grant from Alliant Energy. They added one new member and had 2 more applications turned in. Raffle for a 4 seater- UTV was announced. Tickets on sale, drawing the end of August. 51 calls for year so far. Ambulance reported one former employee returned to the roster. May 18th is the 9-pin fundraiser at Keglers. Was asked to do stand by at track meets. 89 calls/runs so far for 2024. Next meeting of the Fire Board is on Tuesday, May 21, 2024 at 6 pm. This meeting is open to the public. Building Use: Discussion regarding the brush behind the Town Hall, and having the work done by Midwest Tree Service. Because of a few trees to be cut on Town roads, Niemuth/Beyer to have Midwest take care of all of the projects. Carried 3-0. Roads: Bridge Road culvert changes were approved by the DNR. Work Orders from the County were discussed, with one culvert qualifying for the 50/50 cost sharing. Total of both culverts will be $18,500, with $5,000 coming back to the Town on the cost sharing. Moede/Niemuth to approve the work orders for the Bridge Road culverts. Work will be done, potentially, in July. Beyer spoke to American Asphalt rep, and would like to meet with the Board on Butternut Rd, to discuss the upcoming project. This meeting will be posted. The subject of the ditching at the pit on Swan Rd took place. After a good amount of discussion, the Board did not come to a resolution regarding the standing water issue. Moede motioned to just have the ditching done by the County, but that did not get a second. Correspondence was reviewed. Reminder of the Towns Association meeting on May 16th. Bills and checks were presented for payment. Checks numbering 4120-4132 were presented for payables. Moede/Beyer to approve payment of bills with checks 4120-4132. Carried 3-0.
